In light of the above and with the support of the Africa Union and UNDP, the LCBC developed a five years stabilization strategy – “Regional Strategy for the Stabilization, Recovery & Resilience of the Boko Haram-affected Areas of the Lake Chad Basin (RSS)”. The RSS provides a comprehensive, integrated and multi-level framework for overall stabilization, comprising nine inter-related pillars which include military support to the MNJTF, provision of humanitarian assistance and key interventions to secure early recovery and longer-term resilience. The Strategy recognizes the nexus between security, humanitarian and development issues and calls for a “New Way of Working” to be at the heart of the response to the Lake Chad Basin Region crisis. Achieving the “New Way of Working” will require strong coordination between Governments at central and local levels, regional and continental institutions and between UN agencies and entities, including international community partners, civil society actors and the private sector.

UNDP support to the stabilization of the region is at two key results. Result 1 focus on immediate stabilization of specific target areas, builds on UNDP experience in Iraq and elsewhere. Result 2 focus on strengthening the capacity of LCBC to implement the RSS as adopted by the LCBC Ministerial Council on 30th August 2018 and endorsed by the AU Peace and Security Committee summit on 5th December 2018. To achieve these two key results and support the operationalization and implementation of the RSS, UNDP developed the Regional Stabilization Facility (RSF) and will resource a Stabilization Secretariat with full capacity to lead and deliver on the two result areas. The Secretariat will be responsible for programming and implementation; building strategic partnerships, mobilizing resources; technical coordination and oversight as well as managing knowledge and communication that will lead to the achievement of the key results

To support the implementation of the RSS and RSF and ensure comprehensive and consistent monitoring and reporting on this implementation, UNDP is looking for a Programme and M&E Specialist. Under the overall guidance of the Head of LCBC Stabilization and the direct supervision of the Programme Specialist, the Programme and M&E Specialist will play an integral role as part of the Stabilization Secretariat in ensuring the successful implementation of the RSS and the RSF through provision of high-quality monitoring and evaluation. S/he will work closely with the Programme Specialist, and other members of the team to ensure that the activities are consistently resulting in the intended outputs in a cost effective and timely manner. The Specialist will be responsible for ensuring coherence and consistency of programmes and plans, including ensuring that the preparation of the Territorial Action Plans (TAPs) in each of the eight target States/Regions are consistent with to high quality M&E. S/he will support the establishment of the Results Framework for the RSS and RSF, support the preparation of Annual Reports to share progress, and support Knowledge Management in regard to the RSS and RSF.

The Programme and M&E Specialist will work closely with national windows, UN Resident Coordinator Office, State-level authorities, UN agencies to ensure coordinated approach to stabilisation work. The Specialist will support other initiatives ensuring close monitoring and reporting of key outcomes and impact. The Specialist will also support and monitor closely the work of Pillar Working Groups and the Regional Task Force. Together with the Programme Specialist, team members and partners, s/he will support in identification planning, designing, and guide the implementations of interventions and provide quality assurance relative to the established progress on indicators, tracking achievements, challenges encountered and providing mitigation pathways. In doing so, s/he will provide information that will support the RSS Steering Committee and the RSF Technical Coordination Committee in decision making in line with the overall strategic objectives of the RSS and RSF. S/he will carry out capacity building and mentoring of staff and partners, conduct field visits, whenever necessary, to come up with realistic programmatic support.

Duties and Responsibilities
Programme Management and Analysis

Support planning, design and management of programmes for the implementation of the RSS, including through strategic and technical guidance;
Ensure consistency and alignment of the programmes with the RSS, existing guidance and templates, including the RSF plans;
Provide analysis and written outputs on the work of the Secretariat, emerging issues and their impact for the implementation of the RSS;
Supports the implementation of the RSS Regional Action Plan and the operationalization of the Regional Task Force and the development of the RSS Territorial Action Plans (TAPs) and the operationalization of the Pillar Working Groups;
Support partnership with think tanks, academic and research institutions and lead on specified action researchers that will contribute to the implementation of the RSS and RSF;
Support the RSS Secretariat in preparation of key events, such as the Steering Committee and the Governors Forum;
Support the thematic portfolio teams in drafting and revising technical concept notes and proposals.
Monitoring, Evaluation and Reporting

Support monitoring and evaluation of programmes, including through recommending improvement of logical frameworks to align them to RSS and RSF existing ones;
Progressively assess the relevance, effectiveness, efficiency, impact and sustainability of the RSS, including through regular reviews;
Provide strategic advice to the Programme Specialist suggesting strategies to improve project implementation, management and impact;
Consolidates monthly and quarterly reports with relevant data;
Orient staff and partners/stakeholders on aspects of M&E and reporting for quality reporting;
Organize and support monitoring and evaluation missions involving UNDP, LCBC, Government, Council of Ministers), delegates to visit field sites and activities on the ground.
Knowledge Management

Identify and formulate lessons learned and recommendations to be integrated into broader RSS knowledge management efforts;
Contribute to relevant knowledge networks and communities of practice, with a view to facilitate innovation and knowledge sharing mechanisms among countries and programmes;
Liaise with the Communication team to finalize outreach, communication and reporting materials and packages to support for resource mobilization and general communication efforts.

Required Skills and Experience

Education:

 

An advanced university degree (Master’s degree or equivalent) in social policy, public policy, politics, development studies, statistics, political science, international relations or related field.

Experience:

 

A minimum of five (5) years of progressively responsible experience in programme management, with a focus on crisis/ post conflict areas, is required.

Experience working in countries with a peace-keeping operation presence is required.

Relevant field experience in emergency situations (complex emergency or natural disaster) is required.

Experience in monitoring and reporting on projects/programmes funded by multiple donors and with political sensitivity is desirable.

Previous experience in the UN Common System is desirable.

Excellent computer literacy and skills on MS Word, Excel, and PowerPoint, database systems, and overall report writing, is required;

Expertise in analyzing data using statistical software is an asset.

Language Requirements:

Fluency in spoken and written English and French is required
